'Green Economy' - New Disguise for Old Tricks?

FLORENCE, May 2012 (IPS) - Though the current global economic and financial crises are undoubtedly devastating much of the world, they present the perfect opportunity for remodeling our economic system, according to participants at the ninth annual Terra Futura (Future Earth) exhibition of 'good practices' in social, economic and environmental sustainability held here from May 25-27.

"What, how, how much and for whom to produce? Those are the questions we urgently need to answer," said Guido Viale, environmental economist and author of several books on ecological issues. 

"The crisis offers us a chance to ecologically reconvert the ways we produce and use goods and services, paving the way to reduce our dependency on fossil fuels, to respect biodiversity and to create a safe, low-carbon economic system." 

The first step towards a healthier economy and a cleaner environment is "to find cost-effective ways to improve our energy infrastructure and to 'decarbonise' our energy supply," said Monica Frassoni, president of the European Alliance to Save Energy (EU-ASE), which was established at the United Nations Climate Change Conference (COP16) in December 2010 and includes some of Europe's leading multinational companies, along with a prominent cross-party group of European politicians. 

"With no binding commitment to energy efficiency for 2020 and no verifiable energy saving targets for EU members, Europe risks (feeding) its addiction to fossil fuels," Frassoni added. 

As important as the need for an institutional framework and compulsory sectorial save-energy targets for key sectors of the European economy is the need for a radical change in lifestyle. 

"The changes that are going to last are those rooted in a changed mindset," Karl-Ludwig Schibel, coordinator of the Italian branch of the Covenant of Mayors, explained. 

Launched by the European Commission in 2008, after the adoption of the 
EU Climate and Energy Package, the Covenant of Mayors is a European movement whose aim is to meet and exceed the EU's 20 percent CO2 reduction goal by 2020. "We strongly believe in the effectiveness of a bottom-up process, promoted by citizens, regional authorities and local administrators. It is here that the deepest mindset revolutions are going on," said Schibel. 

According to leading environmental activist Vandana Shiva, cultural awareness of our intrinsic and fragile bondage to the "lively earth" is the most important tool to promote justice, sustainability and a new economy. 

"It's time to abandon the centralised, fossilised, sclerotic model adopted (throughout) the industrial era and build a new model - a decentralised, democratic, horizontal model, where all ecosystems are respected and in which diversity is a value. It means we should fight the monocultures of the mind boosted by industrialism. It means (being) careful about old tricks hidden by new words, such as the 'green economy'," she added.

Shiva is certainly not alone in her vision for a healthier planetary future. Susan George, chair of the Board of the Transnational Institute, told IPS, "I don't like to use the word 'green economy', as it risks (becoming) a means through which global corporate capitalism makes profits, with a new, more respectable face." 

Twenty years after the first Earth Summit, the international community will gather once more in Rio de Janeiro from Jun. 20-22, for the United Nations Conference on Sustainable Development. The Rio+20 conference will discuss the topic of green economy, whose definition of Green remains a matter of controversy. 

George added, "Over the past years, I have proposed a Green New Deal, which means taking control over finance and investing in social and green transition. The first step is to socialise, not nationalise, the banks, to include citizens and customers in their management and to lend (money) for small environmental initiatives." 

The so-called green economy, on the other hand, is something completely different. "I am pessimistic about Rio," George told IPS. "For the big corporations it is only an excuse to say: 'The U.N. is slow and ineffective, while we are effective and smart; so, give us all the money and we will invest it into the green economy'. But they just want to make new profits. We must ask: a green economy for who, and run by whom?" 

Barbara Unmüßig, president of the Heinrich Boll Stiftung, recently wrote in 'The Green Economy: A New Magic Bullet?', "Large sectors of global civil society only see (the green economy) as an extremely profitable business sector." 

She said that, in order to truly make a difference, the green economy model should also pay attention to issues of power and equity while shifting global policy emphasis away from free trade and growth.

Worldwide weapons

Progress towards a United Nations arms-trade treaty is encouraging, but it won't keep weapons out of the hands of human-rights abusers.
Scientists are prominent among those trying to make the world a safer place. Albert Einstein was committed to the international peace effort, and Soviet nuclear physicist Andrei Sakharov and US chemist Linus Pauling are among the researchers who have been awarded the Nobel Peace Prize. The Polish–British nuclear physicist Joseph Rotblat received the peace prize in conjunction with the Pugwash Conferences on Science and World Affairs, the nuclear-disarmament organization that he helped to found (see Nature 481, 438439; 2012). The attitudes of these researchers chime with the internationalism of the scientific endeavour and the humanitarian goals that often motivate it.
At the same time, science and technology are integral to military development, and defence funding supports a great deal of research, much of it excellent. There need be no contradiction here: nations have a right to self-defence, and armed forces are often deployed for peace-keeping as well as for aggression. But what constitutes responsible use of military might is controversial, and peace-keeping is generally necessary only because aggressors have been supplied with military hardware in the first place.
All of this makes arms control a thorny subject for scientists. When, at a session on human rights at a physics conference several years ago, Nature asked whether the link between the arms trade and human-rights abuses might raise ethical concerns about research on offensive weaponry, the panellists shuffled in their seats and became tongue-tied.
There is no easy way to demarcate the ethical boundaries of defence research. But scientists should welcome progress towards a binding United Nations Arms Trade Treaty (ATT), for which a preparatory meeting in New York this week presages final negotiations in July.

The treaty aims to align the conditions and standards for arms exports from all signatory countries. The UK government's Foreign and Commonwealth Office (FCO), which supports the ATT, says that inconsistencies and loopholes in current regional and national control systems for the arms trade hinder sustainable development, undermine stability and democracy, and impede progress towards the UN's Millennium Development Goals.
Some nations will attempt to have the treaty watered down. That the sole vote against the principle at the UN General Assembly in October 2009 was from Zimbabwe speaks volumes about probable reasons for opposition. But let us not overlook the fact that in a vote a year earlier, Zimbabwe was joined by one other dissenter: the United States, then led by President George W. Bush. Would any of the current leading US Republican candidates for president be better disposed towards an ATT?
Even if it does go ahead, a treaty will not necessarily change the arms trade much. Most of the military technology used for human-rights abuses in recent decades has been obtained legally. Sales from Britain, for example, helped Libya's former leaders to suppress 'rebels' in 2011 and enabled Zimbabwe to launch assaults in the Democratic Republic of Congo in the 1990s.
The UK government admits that the ATT will probably not reduce arms sales. It says that the criteria for exports “would be based on existing obligations and commitments to prevent human rights abuse” — which have not been notably effective. According to the FCO, the treaty aims “to prevent weapons reaching terrorists, insurgents and human rights abusers”. But as demonstrated in Libya, one person's insurgents are another's democratizers, and today's legitimate rulers can be tomorrow's human-rights abusers.
The FCO says that the treaty “will be good for business, both manufacturing and export sales”. Indeed, arms manufacturers support it as a way of levelling the market playing field. The ATT could simply legitimize business as usual by clearly demarcating it from the black market, and it will not cover peripheral military hardware such as surveillance and information technology. Some have argued that the treaty will be a distraction from the problem of keeping arms from human-rights violators (D. B. Kopel et al. Penn State Law Rev. 114, 101–163; 2010).
So although there are good reasons to call for a strong ATT, it is no panacea. The real need is to establish what a responsible arms trade would look like, if this isn't an oxymoron. Some hard research is required on how existing, 'above-board' arms sales have affected governance, political stability and socio-economic conditions worldwide. This is challenging and contentious, but several starts have been made, both in the UN and nationally (see, for example, www.unidir.org and www.prio.no/nisat). We need more.

LA VIDA VA EN UNA DIRECCION, LOS POLITICOS EN CONTRA

La vida va en un sentido, pero tal parece que los políticos suelen ir en sentido contrario. ¿Cuántas veces hemos detectado en nuestro diario vivir el contrasentido de decisiones políticas que se fundamentan en la ignorancia y no en el conocimiento…? .Creo que tantas que ya habremos perdido la cuenta.
Para ayudarnos a no perder la cuenta de lo que ocurre planetariamente, sin relación con el rumbo que dictan los políticos veamos estas dos noticias de la BBC una dedicada a insistir-una vez más- en la necesidad urgente de actuar, sin ambages para garantizar la biodiversidad planetaria (que nos incluye como seres vivos)

The decline in the world's biodiversity is approaching a point of no return, warns Hilary Benn. In this week's Green Room, the UK's environment secretary urges the international community to seize the chance to act before it is too late.
In 2002, the world's governments made a commitment to significantly reduce the rate of biodiversity loss by 2010.
Although it is hard to measure how much biodiversity we have, we do know these targets have not been met.
Our ecological footprint - what we take out of the planet - is now 1.3 times the biological capacity of the Earth.
In the words of Professor Bob Watson, Defra's chief scientific adviser and former chairman of the Intergovernmental Panel on Climate Change (IPCC), we are in danger of approaching "a point of no return".
So the action we take in the next couple of decades will determine whether the stable environment on which human civilisation has depended since the last Ice Age 10,000 years ago will continue.
To do this, we need to widen the nature of the debate about biodiversity. Flora and fauna matter for their own sake; they lift our spirits and nurture our souls.
But our ecosystems also sustain us and our economies - purifying our drinking water, producing our food and regulating our climate.
Climate change and biodiversity are inextricably linked. We ignore natural capital at our peril.
Interdependence
The UK and Brazil are hosting a workshop in preparation for the next UN Convention on Biological Diversity (CBD).
Representatives from more than 60 countries - from the Maldives to China - will attend the three-day event to discuss how we can ensure that the post-2010 targets stand a better chance of being met than those set in 2002.
The majority of those attending are from developing countries, including those with the rarest and greatest biodiversity. They need to be listened to.
It is easy to have principles when you can afford then - economics and ecology are interdependent.
So when it comes to biodiversity, we desperately need to start restoring links between science and policy, between taking action and evaluating it and between economies and ecosystems.
The big challenge will be for the real benefits of biodiversity and the hard costs of its loss to be included in our economic systems and markets.
Perverse subsidies and the lack of value attached to the services provided by ecosystems have been factors contributing to their loss. What we cannot cost, we don't value - until it has gone.
Investing in the future
Much greater concerted effort is needed to stop the plunder of our ecosystems.

Overfishing has reduced blue fin tuna numbers to 18% of what they were in the mid-1970s.
The burning of Indonesia's peat lands and forests for palm oil plantations generates 1.8bn tonnes of greenhouse gases a year, and demand is predicted to double by 2020 compared to 2000.
More than seven million hectares are lost worldwide to deforestation every single year.
The restoration of our ecosystems must be seen as a sensible and cost-effective investment in this planet's economic survival and growth.
I am optimistic. Talking about the danger of climate change has brought with it opportunities to tackle the biodiversity crisis.
While the 2010 targets have not been met, more than 160 countries now have national biodiversity action plans.
Mechanisms now exist for research, monitoring and scientific assessment of biodiversity, although we now need an Intergovernmental Panel on Biodiversity and Ecosystem Services to oversee progress in the same way the IPCC does for climate change.
One example of progress is the Brazilian Government's new target, which requires illegal deforestation to be cut by 80% by 2020.
Last year, deforestation rates in Brazil dropped by 45% against those of 2008, the largest fall since records began.
Other examples, closer to home, are the UK's Sites of Special Scientific Interest (SSSIs) - 89% are in a good or recovering condition.
Our ninth National Park, in the South Downs, was created last year and agri-environmental schemes are producing significant improvements in biodiversity.
2010 is the International Year of Biodiversity and later this year - in Nagoya, Japan - we will have the chance to halt the decline of our planet's biodiversity.
It is up to us to seize it.

The world needs a "barometer of life" to prevent ecosystems and species being lost forever, scientists have warned.
Existing schemes, they said, did not include enough species from groups such as fungi and invertebrates to provide a detailed picture of what is at risk.
Writing in the journal Science, the researchers said the barometer would increase the number of species being assessed from almost 48,000 to 160,000.
The data would help identify areas in need of urgent action, they added.
The article was penned by four leading figures in conservation, including Harvard University's Edward O Wilson and Simon Stuart, chairman of the International Union for Conservation of Nature's (IUCN) Species Survival Commission (SSC).
"Knowledge about species and extinction rates remains very poor, and species disappear before we know they existed," they wrote.
To date, about 1.9m species have been described and given scientific names, but the actual number may exceed 10m.
"As scientists are better able to assess the conservation status of the species that compose an ecosystem, the more they will understand the health of that ecosystem," they continued.
"It is time to accelerate taxanomy and scientific natural history, two of the most vital but neglected disciplines of biology."
Broader coverage
Currently, the most authoritative data on the status of at-risk species is the IUCN Red List, which has been assessing the conservation status of species around the globe for more than 40 years.

Dr Stuart, who oversees the compilation of the Red List, said it provided a good insight to the health of certain ecosystems, such as forests.
"But it is very weak in its coverage of freshwater, marine and arid land species," he told BBC News.
"There are a lot of additional species that we have to bring into the Red List."
At the moment, it evaluates almost 48,000 species, but it is acknowledged that there is a bias towards higher vertebrates, which include mammals, birds and reptiles.
"The barometer would broaden the reach of the Red List to make it representative of all life, that's what it's all about," Dr Stuart explained.
The authors hope that broadening the taxanomic base of the Red List and increasing the database to 160,000 species would deliver practical benefits.
"A representative barometer would provide a solid basis for informing decisions globally," the authors suggested.
"For example, on conservation planning, resource allocation, environmental impact assessments, monitoring biodiversity trends... and enabling countries to develop national-level biodiversity indicators."
'Not acceptable'
The authors, all of whom are leading figures in their field, decided to join forces in order to voice their concerns that the rate of progress was too slow.
"The amount that we are investing at the moment in the Red List to broaden its coverage means that it would take about 20 years to get there," Dr Stuart observed.
"At a time when everything on the planet is deteriorating, having to wait 20 years before we can measure everything properly is not acceptable."
However, the scientists acknowledge that a three-fold increase in the number of species regularly monitored by a global network of biologists would come at a price - an estimated US $60m (£39m).
But they argued: "The barometer would, from an economic perspective, be one of the best investments for the good of humanity."

Buscar un claro en la historia es la consigna

A raíz de la muerte de Zapata dos figuras emblemáticas de dos posiciones hasta ahora irreconciliables: Silvio Rodriguez pro Castrista y Carlos A. Montaner, anti-Castrista se han intercambiado ,hasta ahora, algunos misiles escritos que podrían anunciar la posibilidad de clarificar el camino hacia una salida al "impasse" ocasionado por una férrea dictadura vigente desde 1959 y una férrea oposición multifacetica desde la década de los 60.

Hoy en "El Pais", España aparece esta relación de hechos que firma su autora Maite Rico (ver abajo) .

Uno de los problemas para que exista violencia es-según UNESCO- que surja primero una disensión de carácter verbal,que luego-lo sabemos bien-en la vida diaria lleva a los golpes y en el caso de la política a las armas y después,desbordadas las pasiones , al uso de todo recurso que según el bando A le legitima en su accionar.Después el bando B responde y cree -igualmente legitimo su modalidad de acción.

Desde la época de los griegos,por no remontarnos mas allá , los planteamientos verbalistas que llevarían a la eclosión de un arte que se denominaría :Polémica en contraposición de otro que se denominaría Eirene.

Posiblemente en virtud de la naturaleza agresiva innata en el ser humano el arte de la polémica se tornaría en el arte de la Guerra y el arte de Eirene iría desapareciendo opacada por su "hermano".

Polemos daría origen al arte de la guerra, que ha crecido robusta, fecunda, multifacetica , mientras que Eirene, traducción griega del hermoso vocablo judío "Shalom" (Paz ) ha sido frágil, transitoria y esquiva.

Para quienes están bautizados en la escuela de Polemos hay argumentación de sobra. Y en este caso pueden mas las diferencias de enfoque y acción que las breves y débiles coincidencias (si es que ha habido alguna desde 1959 a la fecha).

Justamente el día de ayer que se firmaba un eventual tratado de reducción de ojivas nucleares entre la URSS y USA ,nacía al mismo tiempo -al menos en USA-porque en la URSS la disidencia con las acciones oficiales tienen un curso publico distinto, las voces de oposición de quienes han adherido a Polemos como forma de dirimir diferencias.

Obama ,quien no las tiene todas consigo ya ha cosechado la primera andanada de sus detractores que le acusan veladamente en la cadena FOX de haber tenido un "negro pasado" relacionado con relaciones marxistas,lo que se constituye en anticipo de la dura polémica que habra de darse en el sistema parlamentario norteamericano para ratificar o no este primer acuerdo con la URSS.

Conozco a Montaner personalmente y me honro con su amistad . Se que es duro,combativo ,incisivo y plantado, pero a no dudarlo habrá quienes lo sean mas que el porque no podrían soportar que este breve intercambio de notas (de seguro electrónicas) entre el y Rodriguez, podría abrir un capitulo inedito en la historia fijista cubana.

El otro abrazó la revolución, le puso banda sonora y fue diputado durante 15 años. Todo separaba al escritor Carlos Alberto Montaner, bestia negra del castrismo, y al músico Silvio Rodríguez, icono de la causa. Tuvo que ocurrir la muerte del disidente Orlando Zapata para que los viejos enemigos iniciaran un insólito intercambio epistolar, inimaginable en otros tiempos. Desde las antípodas ideólogicas, ambos coinciden en un punto: la necesidad de mirar al futuro.
Todo comenzó el pasado 30 de marzo, con un texto poético de Silvio Rodríguez aparecido en una web procastrista (Rebelión). El cantautor lanza una serie de preguntas, una de ellas dirigida a Montaner. "Si los miles de cubanos que perdimos familia en atentados de la CIA hiciéramos una carta de denuncia, ¿la firmaría Carlos Alberto Montaner?". El escritor respondió al día siguiente en una carta abierta. "Por supuesto, Silvio, yo firmaría esa denuncia". Tras calificar de "abominables" ciertas actuaciones estadounidenses, incluida la pena de muerte, Montaner le devuelve la pregunta. ¿Firmaría el cantautor una carta de denuncia de los atropellos a los presos políticos y a los disidentes cubanos, una condena "de la censura, el partido único, la persecución por motivos de ideas, creencias o preferencias sexuales? [...] Una carta en la que les dijéramos a los Castro que 51 años es un periodo demasiado prolongado para continuar imponiéndoles a los cubanos un sistema fallido y cruel en el que ya casi nadie cree, comenzando por ti, Silvio". Montaner aboga por que "la oposición democrática y los reformistas del régimen" busquen juntos una salida "a la herencia de los Castro: un manicomio empobrecido y sin ilusión".
Para su sorpresa, el cantante respondió. Algo inusitado, si se tiene en cuenta que el régimen tiene catalogado a Montaner en el apartado de terroristas y agentes del imperialismo. La réplica de Silvio es del 2 de abril, y muy dura. Acusa al escritor de "diseñar una Cuba distorsionada que propagan las monstruosas cadenas".
"¿Te parece poco que, desde que se instauró la revolución, hace ya más de medio siglo, el 20% de la población ha huido a bordo de cualquier cosa? ¿Son falsos los fusilamientos, los maltratos en las cárceles, los actos de repudio?", responde Montaner en una carta del 3 de abril, aún inédita.
Silvio prosigue: "Repartes un odio que ha derribado aviones llenos de inocentes". Es una alusión al atentado contra el vuelo de Cubana de Aviación, perpetrado en 1976 por terroristas cubanos anticastristas, que mató a 73 pasajeros. Previamente, Montaner ha recordado el hundimiento intencionado del remolcador 13 de Marzo, que causó la muerte a 41 personas que trataban de huir de Cuba en 1994, y reprocha al cantante haber guardado silencio.
No son los únicos episodios de la historia cubana que se ponen sobre la mesa. Montaner ha recordado las matanzas de somalíes a manos de las tropas cubanas en la guerra del Ogadén. Rodríguez defiende el sacrificio de los caídos en África, que impulsó el "fin del apartheid". Montaner lamenta la "pérdida inútil" de 3.000 vidas "no en la lucha contra el apartheid", sino por el afán de Castro "de convertirse en líder planetario" y hacer "de la pobre Cuba el peón más agresivo" de la URSS.
Si el cantante esgrime la figura de José Martí, el Apóstol de la independencia cubana, y sus críticas a EE UU, el escritor le recuerda que también "criticó severamente a Marx" y defendió la iniciativa privada. "Como coincido con Martí, y no con Fidel, me parece muy bien que alguien de tu talento haya podido enriquecerse legítimamente, tener propiedades y poseer una próspera empresa de grabaciones (...) Lo que quisiera es que ese privilegio se extienda a todos los cubanos".
"Sigo con más razones para creer en la Revolución que en sus detractores. Si este Gobierno es tan malo, ¿de dónde salió este pueblo tan bueno?", escribe Silvio. "Me parece legítimo que insistas en defender aquello de la revolución que te parezca plausible", responde Montaner, que apuesta por mirar al futuro ("el pasado lo hemos hecho añicos") y construir una "Cuba sin exclusiones". Recuerda al cantante que tienen hijos de la misma generación. "¿No te parece criminal que esos jóvenes estén obligados a suscribir las ideas y prejuicios de unos confusos octogenarios encharcados en el peor dogmatismo?". "Tenemos que encontrarnos en un claro de la historia patria para darnos ese abrazo de reconciliación y cambio que casi todos anhelamos".
La respuesta de Silvio Rodríguez a esta segunda réplica, si se produce, es una incógnita. Pero el cantante se adelantó en una entrevista publicada este martes por el diario argentino Página 12. En ella, Rodríguez insta a "superar la lógica de la guerra fría". "No podemos ser prisioneros eternos de nuestro pasado porque hay más mañana que ayer esperándonos", dice. El cantante se muestra partidario de amnistiar a los "presos que algunos llaman de conciencia". "Mi posición", dice, "es que todos tengamos derecho a la información, a crearnos una opinión de cada cosa y a comentar lo que sea, sin limitaciones".
En la presentación de su más reciente disco en La Habana, Silvio pidió superar "la erre de revolución" y que se imponga la "evolución". Antes que él, otro de los fundadores de la Nueva Trova, Pablo Milanés, había reprochado al Gobierno el trato a los disidentes. Silvio Rodríguez ha insistido en que no se trata de destruir la revolución, sino de "reinventarla". Pero eso no le ha librado de las críticas de la prensa oficial. La edición digital del diario Granma mostró una caricatura de un Silvio envejecido que dice: "Sí, yo cantaba para los pobres... Eso fue antes de que ganara mucho dinero con la canción social". Montaner lo defiende: ambos coincidieron en los años ochenta, en una cena en casa de un amigo común, en Madrid. "Encontré a una persona flexible y crítica. No se parece al sistema que defiende".

- El escritor exiliado Carlos Alberto Montaner (La Habana, 1943) es una de las 'bestias negras' del castrismo. Apoyó la la revolución en sus inicios, pero después se unió a un movimiento de protesta juvenil y acabó en la cárcel, de donde escapó en 1961.
- Estudió Periodismo en la Universidad de Miami y se trasladó a Madrid en 1970, donde vive desde entonces dedicado a la escritura y a la docencia. Es vicepresidente de la Internacional Liberal.

CINCO MODOS DE AYUDAR AL PLANETA


En razon de que el planeta es uno,pero dividido en países, y de que cada uno tiene sus propios propósitos sobre la Tierra , no es nada fácil poner a los lideres políticos ,que son administradores de paso( algunos electos democraticamente,otros
dictatorialmente) de acuerdo en un solo tema.

Recordemos que la Organización de las Naciones Unidas -para poner un ejemplo- fue establecida para lograr la Paz Mundial y aun después de tantos años de existencia exhibe serias falencias en el logro de su propósito.

Recordemos también que -con la única excepción de pocos países privilegiados (todos del Primer Mundo, desarrollados y con altos niveles de educación y participación social) el resto muestra igualmente serias desaveniencias internas que impiden reine la Justicia Social.

Por tanto poner de acuerdo a todos los países en torno a lograr un Acuerdo Común sobre el tema de las medidas paliativas que permitirían paliar el Cambio Climático no es tarea fácil, todo lo contrario.

Uno-ingenuamente podría creer que basta poseer conciencia de la responsabilidad individual-social -nacional que nos atañe en torno al trato que le damos al planeta Tierra,para que se logren acuerdos mínimos aceptables. No es así: basta leer lo ocurrido en la Cumbre de Copenhagen en donde a duras penas ,los países concurrentes se lograron poner de acuerdo sobre los títulos de los grandes temas que conforman el tema Cambio Climatico ,para comprender que lo que nos une es también lo que nos divide.

Nos une la pertenencia común al Genero Humanidad, nos divide la óptica desde la cual las distintas ideologías políticas visualizan el rol de los seres humanos en un papel que ya no es común,sino contrapuesto.

Nos va a unir-indefectiblemente también- la desgracia que apareja la llegada de un nuevo "Diluvio Universal" solo que no sabemos si sera húmedo o tremendamente seco o si tendrá ambas características al mismo tiempo,según la latitud de que se trate.

Hasta la fecha- y desde hace dos siglos la humanidad que toma decisiones (porque la inmensa mayoría permanece impasible objeto de tales decisiones)se encuentra dividida
entre capitalistas y comunistas (aunque para algunos efectos ya tales categorías nos digan poco) y tales ideologias esten mas que rebasadas por la complejidad de la vida postmoderna.

Pero lo que para los científicos es claro en torno al Cambio Climático ( pese a diferencias de diagnóstico ) ,tal parece que para los políticos es difícil de entender (quizá porque para ser científico hay que estudiar y para ser politico no es necesario tan minimo requisito).

Por tanto la distorsión de fondo y de forma que se encuentra subyacente en el trato político al tema del Cambio Climático , es urgente se dilucide sin poses demagogicas,sin demoras de segundo orden y sin cálculos advenedizos , porque la Naturaleza agredida no da tregua alguna a ningun país ,a ningún grupo social en particular , sea que estos se coloquen a la derecha o a la izquierda del espectro ideo-político , se encuentren ya desarrollados, estén a medio desarrollarse o ni siquiera hayan comenzado tal despegue.

Hay que recrear los procesos de análisis políticos, los diagnósticos situacionales, las soluciones y las estrategias nacionales para ajustarlas a megaproyectos quizá de alcance continental que faciliten luego su engarce en nuevas realidades planetarias.

Hay que replantearse los planes de desarrollo sean de corto,mediano o de largo plazo porque el Cambio Climatico y sus consecuecias llevan un ritmo frenético que no permite tomar descansos mientras se ponen de acuerdo los lideres politicos.

Quienes ciegos ,sordos,ignorantes a la nueva realidad y los nuevos parámetros en que e coloca la humanidad no sean capaces de discernir lo que sucede y de reaccionar con visión de Bien Común (Planetario)han de fracasar miserablemente. Pero arrastrándonos en su miserable fracaso iremos adosados y atados de pies,manos y razón , miles,millones,miles de millones de seres humanos.

Eso no es una desgracia, tampoco un consuelo. Es simple y llanamente el fracaso del ser humano para continuar con lo que Dios comenzó cuando hizo el Universo.

En esa visión francamente apocalíptica (no por lo truculento de las escenas que habrán de presentarse)sino por la presencia avasallante de la ignorancia y la estulticie como modos de conducción mega-política iremos todos incluidos: los bunos, los malos, los de derecha,los de izquierda, los de centro, los ricos y los pobres. No se habran de salvar siquiera los que en la estupidez de la posesión de unos dolares mas , compraron el derecho a ser criogenizados ,para luego ser resucitados .

Al menos los pobres la inmensa mayoría de la Humanidad se habrían ahorrado el gasto inútil de la criogenizacion.

LA AMENAZA DEL CAMBIO CLIMATICO


Todas las voces deben escucharse,no solo las de las naciones con poder.. afirma la organización avaaz:


"A sólo semanas de la cumbre climática más importante de la Historia, los líderes están dando marcha atrás con sus promesas de lograr un acuerdo que detenga las catastróficas consecuencias del cambio climático.

Si fracasan, no sólo significará menos nieve en las pistas de esquí. Millones de familias en África verán sus tierras convertirse en polvo a medida que el desierto avanza; en Asia habrá muchas más victimas mortales a causa del agravamiento de las inundaciones y tormentas; y los pequeños Estados insulares se verán amenazados por la subida del nivel de los mares. Todo esto en dentro de los próximos 10-15 años.

En cuestiones de cambio climático uno puede perderse en las estadísticas. Pero en los momentos más críticos, son las voces con autoridad moral las que pueden hacerse oír en medio del ruido.

Es por ello que Avaaz está llevando a cabo este nuevo esfuerzo para fortalecer la capacidad de los equipos de negociación de las islas vulnerables, como Nauru y Palau, en la Cumbre sobre el clima en Copenhague. Apoyaremos también sus mensajes a través de numerosas actividades de promoción in situ para lograr un acuerdo ambicioso. Incluso una contribución de sólo 15 U$D (10 Euros) puede cubrir los carteles y las fotocopias para una conferencia de prensa. Se van a necesitar también pasajes de avión, manutención y materiales de capacitación ... por favor colabora con lo que esté a tu alcance:

Sabemos del poder de aquellas voces que están en la línea de fuego contra el cambio climático. En la cumbre del clima en Bali hace dos años, un poderoso discurso del negociador de Papua Nueva Guinea contribuyó a que los EE.UU. cediesen, logrando así salir del estancamiento y rescatando, en el último minuto, las conversaciones de un colapso seguro. Los Estados insulares han venido liderando al mundo, exigiendo medidas audaces ante la timidez de muchos otros.

El problema es que Europa, Canadá y los EE.UU. suelen enviar decenas de negociadores y personal de apoyo a estas cumbres, mientras que la mayoría de los pequeños Estados insulares tienen incluso problemas para enviar más de dos o tres delegados. Múltiples negociaciones suceden simultáneamente. Literalmente, los paises con delegaciones pequeñas no tiene ningún asiento en la mesas en las que se toman las decisiones que determinarán su supervivencia.

Los impactos climáticos que afectan a esta islas primero, un día nos golpearán a todos nosotros. Necesitamos oir las voces de los líderes de estas islas en Copenhague. Si cada uno de nosotros dona, incluso una pequeña cantidad, podemos ayudar a garantizar que serán escuchados en la negociaciones sobre el clima y en todo el mundo. Pongamos nuestro grano de arena:
